Transparency

 

The Transparency Code was introduced on the 1st April 2015.

This was first issued on 17th December 2014 and sets out the obligatory publications which will have a particular impact for smaller parish councils with a turnover of 25,000 or less.

The Transparency Code for smaller councils requires a range of different publications on both an annual and more frequent basis and their guidelines state:

The Transparency Code for Smaller Authorities requires Councils to publish the following information annually:

  • All items of expenditure above 100
  • Full end of year accounts
  • Annual governance statements
  • Internal audit reports
  • List of councillor or member responsibilities
  • Location of public land and building assets

The code also requires all small councils and parishes to publish all minutes, agendas and papers of formal meetings more frequently.

These publications must be produced no later than one month after the meeting has taken place or in the case of agendas and papers issued before a meeting, no later than three full days before the meeting.
